Their match at the Rose Bowl had been abandoned without a ball being bowled and Wednesday's return at Chelmsford fell victim to a torrential downpour.
Hampshire had made 151 for nine from their allotted overs, Greg Lamb scoring 67 from 54 deliveries and Craig McMillan adding 35 from just 15 balls.
Leg-spinner Danish Kaneria was Essex's most successful bowler with 3-27.
