Loye's 73 occupied just 32 balls in the early stages of a match played on a belting Old Trafford wicket, while Symonds hit three sixes in his 57.
It all left Derbyshire needing 190 to win and Gary Keedy's 3-26 made the task for the lower order too difficult.
The margin of victory was 17 runs, James Anderson ending it with a yorker.
Michael Di Venuto (41) and Jon Moss (29) had given the visitors some early hope but Keedy and Symonds (1-28) kept enough of a lid on the scoring rate.
