Alastair Cook have been cleared to appear for their counties on Saturday's Twenty20 finals day at Trent Bridge.
Cook, who has not played for Essex in Twenty20 so far this year, could face Leicestershire in the first semi-final.
And wicket-keeper Read will turn out for Nottinghamshire against Surrey.
"Read's a very important cog in the machine for us. He's played well with Mark Ealham in the middle order," said Outlaws captain Stephen Fleming.
Both men look certain to be named on Sunday in the England squad for the final Test against Pakistan, which starts at The Oval next Thursday.
England tend to withdraw their players from county action between Test matches but have a policy of making exceptions for one-day finals.
Despite playing on their home ground, Notts are rated outsiders to win the title.
Surrey, who won the inaugural Twenty20 title at Trent Bridge in 2003, are favourites followed by Essex, traditionally strong in the one-day format.
