Durham paceman Harmison, 26, has been suffering pain in his left ankle and underwent a cortisone injection into the joint to try to ease the discomfort.
He first felt the problem during last week's second npower Test win over Bangladesh at the Riverside, and although he continued to bowl in that match, he has since suffered a recurrence.
England begin preparations for the NatWest series campaign at the Rose Bowl where they will face Shane Warne's Hawks prior to a Twenty20 showdown with Australia on the same ground on Monday.
